 On Gameplay, or Creating, Developing, and Balancing Your Game Concept

Suppose you have accumulated a number of different rules, enitities (subject\objects), and the wining\losing criteria, game features, etc. How to create a frame work for putting all those different elements in some kind of system and see how they would interact with each other producing certain scenarios with the game? I recon this system should be simple on the highest level of the game (like a pyramid that has fewer block as it goes upwards) and accumulate more details as it goes to the lower levels. How can one approach building framework ?
