In the article, it reads

but in the source

By the way, WTL 7.5 is available now. Since the release of 7.1, Microsoft has put it up as OSS under the CPL over at SourceForge. This is a news article on the release, and here's the WTL project site. Version 7.5 works just fine with part 1, and I don't see why it wouldn't with part 2.
