I assume 2D:
- Load them however you want. DirectX is for rendering, and has no relationship to the kind of map files you will create and load.
- For rendering, you are talking about “culling”. Put them into 16×16 chunks and draw only the chunks that are actually on the screen. Google keyword: Frustum Culling.
