From your brief question I don't know what format your depth buffer is and what values you want from your normal map, but anyway.... the depth values are set from the output of the vertex program, so could you just sample the normal map from the vertex program then set the value you want as the depth?

 

You could then use a write mask so that writing only occurs to the depth buffer since you wouldn't be using a color target
