I have attached a sample of some source code that shows how do specular lighting,there is a prebuilt exe to so you can test it before you make you're own changes.

Take alook at this sample,it shows how to get specular lighting working

 

if you want to compile this sample then you will need to make these changes

#include <dxerr9.h> to #include <dxerr.h>
 

in the linker input change DxErr9.lib to DxErr.lib

add to d3dUtil.h

#pragma comment (lib, "d3d9.lib")
#pragma comment (lib, "d3dx9.lib")
#pragma comment(lib,"dinput8.lib")
#pragma comment(lib,"dxguid.lib")

set the project from unicode to multibyte
