I have a HTML question: Let''s say I have a program on my web shell, and I want to make it downloadable, how do I do that? Do you just make a link to it? I tried something similar with a .txt file, and it just displays it, which is OK, but how do you allow the user to download it?

Its all up to the users browser. (Basically) every webbrowser out there is designed to automatically open txt and html files, as well as any other type registered (such as movie files). In order to allow downloading of types that the user has associated just make an html page with the link, then the user can right click (shift click in Netscape and Mozilla) to download the file.
