Failing that, learn 68000 assembly language. The Megadrive''s processor is the same as the Amiga 500s so you have plenty of resources available.

a)
learn how the system accesses the cart slot and build your own from scratch

b)
burn your game onto an EPROM and hack an existing megadrive cart
to take it.

c)
see if any of the hong kong companies produce a rewritable cart.
