DDS editor

Iam searching for free DDS editor. i want to merge 4 512/512 jpeg textures into one 3D 512/512/4 DDS texture. editors i found cant do that. can someone help?

Have a look around here: http://developer.nvidia.com/object/nv_texture_tools.html

They have some plugins for photoshop and what not.
i have one problem in this.. i dont have photoshop :(
