I use devkitPro and PAlib to get started with development of homebrewn applications for the Nintendo DS.It was told me that "process_begin: CreateaPorcess(NULL,basename D:\devkitPro\PAlibExamples\Text\Normal\HelloWorld,...) failed.", when i run devkitPro\PAlibExamples\Text\Normal\HelloWorld\build.bat .what's the matter?

Not sure what the problem could be, as I don't really understand how devkitpro fits together and stuff. You might have missed something during the installation, I remember I had to set up some environment variables for devkitpro and install other bits and bobs. Best thing I could suggest is going through the installation instructions to make sure. Or try asking on http://forum.gbadev.org/viewforum.php?f=18 , probably a better place to get DS help than here.
