NeHe has some real good tutorials that I would point someone thats begining to learn OpenGL to. There well written, don''t go into a lot of Windows codeing, and will give you what you need to know about OpenGL. His site is a goldmine of information!
I would also check out the "OpenGL Superbible" or the "OpenGL Programmers Guide" (The Red book). These two books will help guide you nto the world of OpenGL. The Red Book is the better of the two books, but I think that the SuperBible is easier to understand for a beginner.

i would suggest you buy "OpenGL Game Programming".
but first: i''ve never red the opengl superbible or opengl programmers guide.
i started opengl programming, by reading the first tutorials from NeHe. they are great i think, but i have some problems learning from the web, when i don''t know anything. now i use them to learn things, what are not explained in the book.
the book "OpenGL Game Programming" helped out A LOT !!!
i were completely new to opengl, but this book is easy to understand, explains a lot, and a lot of sample code.
