I have all the required *.h files (for OpenGL and windows), do I still need to learn VC++ or just use the NeHe tutorials and include the files?

VC++ is not a language VC++ is a compiler/IDE. You will still need to learn C/C++ though if you plan on using OGL to do stuff... Now that question has already been answered elsewhere in the forums. You should always search the forums before posting a question to see if it''s been answered already...
