If you need .raw image files for your heightmap, you could use gimp with a plugin (UFRaw I believe) to edit your own. Otherwise, you could always write or find a bmp -> raw converter, and use a free height/terrain generator/editor to make your own. Why not just use windows bitmap files, if you don't mind me asking?

Terragen is very useful for creating terrains. If you use it /w Terrify & Terrain Browser Extension, you can convert the terrain data to RAW format.
