In which employee and game engine should I invest at the beginning?

I am going to start a games company focusing on developing games for the iDevices (and if I have the resources port them to Android OS too).

My role in the company is that of Game and Level Designer/Sound & Music, Marketing and Day to Day Operations. I am going to invest $30,000 in it. Though, although I believe that the team would be complete with a Graphic Artist and a Programme I can not afford hiring both. My questions are:

1) Which of the two would you hire and which would you use freelancer for your developments.

2) On which engine should I invest into? Should I go for Unity or something different? Although, I don't intend to make cookie-cutter games, having an engine that saves a lot of time in the development is critical for a small company with a limited budget.

3) I use WarCraft's Level Editor to practice my level design skills. How easy it is to have the programmer create something similar in order to design the levels for a game that I want to develop in the near future? The game in terms of camera view, graphics and controls is similar to Dungeon Hunter (http://www.gamespot.com/iphone/rpg/dungeonhunter/review.html). With which engine is it easier and faster for a programmer to make a level editor for this type of games?
