You get access to OpenGL 1.2 functions using the same technique to get access to OpenGL extensions - by getting pointers to the functions.
As an example, the glTexImage3D() function:
glTexImage3D = (PFNGLTEXIMAGE3DPROC*) wglGetProcAddress("glTexImage3D");
