EDIT:

Scratch my previous post, this board is now officially the GameFAQs "teenagers looking for people to make their Zombie FPS RPG" sub-forum, complete with ensuing chit-chat, pointless lolposts and senseless bumping. No serious topic will hold itself on the front page for more than half a day anymore, and most people with actual talent, doing actual work, seem to have noticed that and jumped ship anyway.

I shan't be visiting anymore personally, though I have to say it's a great pity that these things aren't being taken care of by the moderators.
Because one year ago this was a really healthy board and one of the best places for finding serious projects.

What a shame...

EDIT 2:

And such a pity that Tim's post on page 1 of this thread has gone completely ignored - it really had all that needed to be said to make this a better place, yet no reply or even acknowledgemnent...

my 2D art!

Maybe mention how long it usually/can/might take for moderator approval of posts in the Help Wanted section? Sometimes I forget the notice before posting and wonder where my post went.

Ah, this is what happened! Sorry for double posting then. :(
I think the bumping rules are fine, but with one amendment: Free bump when the post is made, so it doesn't start from the second page.

Aside from that, I hope this helps to clean up help wanted and make it as useful as it was a few years ago. I got a fair amount of work here back in University, and even after, and made quite a few professional connections from that.

I like the no idea guys rule. If you can't either make art or program, you probably shouldn't be here unless you're serious about spending money and can prove it with at least a GDNet+ membership.

How about that?

Either an artist, a programmer (or both), or have a GDNet+ membership status.
driftingSpaceMan, while I can understand the need for such constraints, it would block out many people who are not bad at the core, just inexperienced and stupid. Like me :) I came here with a bit out of scope idea and now, having learned my lessons, am on a good path to actually making progress in creating games.

As it was discussed in another topic in another section of this forum, what Help Wanted does need is less flame and comments towards the projects you think suck. I can see it's happening, compared to the bonanza from just a few months back -- there are fewer new posts, some of them die with the OP constantly and mindlessly bumping, to no effect.

What would be an interesting idea would be maybe a crew's pick? In the featured articles I can see that several journey entries are being highlighted now and then, and those are really usefull, or at least depict a project that is going someplace/finished. We could have the same done with the topics here -- although, as there are a lot of ads that offer help as well, I realise it might be hard for an admin/mod to pick out and study each project. Still, it should be given consideration -- if anyone, I would trust the admins to know what they are doing when they put something in the spotlight. They are here longer than me and for certain have seen many things come and go, and can distinguish the potential diamonds from ordinary lumps of coal.

If not the mods, maybe a few honoured, long time members would be asked to choose a few projects that deserve attention? It could be done in the way of a separate, pinned topic -- containing links to projects that have a chance of finishing or are near the end.

Oh, they're almost certainly not bad at the core. What people were talking about is a signal to noise ratio issue. If non artists and non-programmers didn't post here trying to start projects, there would be maybe a quarter of the posts, and the posts that were here wouldn't get bumped down the page so quickly when they're made by artists and programmers looking for collaboration.

Congrats!

I do like the project spotlight, but too many stickies can be a problem (and makes it tricky to figure out what's being updated/talked about).
