Just curious there exists some site or mail address where i could learn about license terms?
I found only postal address but before start i want to be sure i have all that neccessary.

Ask your publisher. (If you don't have a publisher you will not get a license)

Directly having a publishing deal. The publisher would get this stuff for you.
or 2:)
Actually register a company (as in legally in your state), get some investment money and then prove that to Sony.
Other than that, you won't get one.

As an individual studio money is not enough, you need a publisher, (Sony and Microsoft can be your publisher aswell though), If you don't have a trackrecord you won't get that without having a game that is virtually ready to ship, (Or be ported over to a platform of their choice and then shipped).

You can apply for PSP development as a private person, a company as well through a publisher. Your chances will be best if you have a registered company and a prototype running to show.

Yea as the previous guy said, and I just assumed, that you only need a registered business. I followed his link, they ask for a Business # and Tax Code # so not necessarily need a publisher. Especially companies that make middleware, they dont have publishers.
