StretchRect filter mode for MSAA resolve

When resolving a MSAA render target using D3D9 StretchRect, what effect, if any, does filter mode have - None, Point, Linear?

No effect. The method used for filtering the samples during the resolve is typically just a linear box filter, while certain GPU's might support different resolve operations that are exposed through different quality levels.
