Hello,
I'm a game programmer with several years of experience, and I wanted to set up a company in my region that will specialize in game testing (Q/A, bug tracking). However, I have a limited experience in that field, can anyone help me with costs and requirement of a Q/A project. If you have web links, interesting lectures, tools or project examples I'm very interested.

Then this sounds like a mistake. At the very least, buy a couple of books on game QA. Better yet, get a job doing QA (preferably at the type of company you want to build). Find out firsthand what they do. Then, while writing your business plan, start networking like crazy. You absolutely must attend GDC, coming up this March. And join the local IGDA chapter. If there isn't one, start one. If there is one but it's dormant, take it over and kickstart it. And start registering for every conference and tradeshow you can find.
