What is the best tool for making nicelooking buttons quickly for your game?

Photoshop, Expressions Blend, InkScape, GIMP, Paint.NET, Illustrator. Most any will do the trick.

For something like buttons, it's more about the technique than the tool.

C++ with SFML tutorial series.
