What do I use to contact mods about general forum issues?

I wanted to use the Report feature to ask a mod to move shurcool's thread from the Lounge to the General Programming forum. But there was a tag that said don't use the Report feature unless this thread is breaking the rules somehow. So I wonder is there (or can there be) a general "Feedback" forum or functionality (like the old Feeback tab) to contact mods about simple things like what I mentioned?
