Looks like cell shading, which is a way of making 3D models look more similar to 2D hand-drawn art.

I am not really sure about this, but looking at the images on Google, it looks like isometric pixel art, which would be 2.5D.

Watch the videos; it's regular perspective 3d, not isometric.
