You need to use classifieds (you probably want the hobbyists section) if you're recruiting, although you're welcome to get feedback on your ideas in this forum.
You'll also need more than a simple idea to attract people to work with you -- take a look at some of the discussion from a recent topic: "so you're a programmer" -- programmers want to see that you will be contributing (and just having the idea doesn't count!) to the project as well, and that the project has a reasonably chance of success.
