Lets see

There are several different ways to go.
You can use JAVA, java-script, or You can use Flash with actionscript.

with java-script the games tend to be simpler but with JAVA and Flash with actionscript I have seen full 3d based games from FPS to tank games

I''ve learned to use Flash already, but I wasn''t planning on a 3D game of sorts. More along the lines of a browser turn based game, not really along the lines of fancy animation and graphics. What would be best for that? More importantly, how would I get started?
