Input layout in directx 9?

So I'm reading a book,the problem is,the book is using dx 9,and I only worked with 10 and 11.

What I'm asking is,what is the equal thing to an input layout in dx 9? I know that you can use FVF,but I also know that when you use shaders you can use something else.

What is that something else?
