I recently got my simple game engine to load animations correctly and i was wondering should i playback animations by time past or by frames past
I am using skeletal animation btw

Always by time passed. If you want time to slow down when too many objects are on the screen and it gets choppy, pass a clamped delta time down your pipeline, but in either case always run the entire system by time passed.
