Memory is full with vertex buffer

Since my cubes will only be one texture on all six sides, would I still need an atlas?

If you see a post from me, you can safely assume its C# and XNA :)

no, if you use more than one texture though you will need at-least one draw call per texture. The texture atlas thing is a something you could do if you want to add more performance for massive batches.
