I would like to suggest that downvotes on a post be locked once having achieved an arbitrary number eg: -10. A number this low should clearly delineate that there is something wrong with the post but at the same time it stops the effect of literally having the reputation of a person savaged to the point of removing what might have taken years to build up in good posts.

I'd agree with this -- if a post reaches a total that low it's pretty obvious there's something objectionable or wrong about it, and there's no real reason to continue taking points from the poster's rep score -- a regular pattern of poor behaviour or incorrect responses would still yield a very low reputation, but a single errant reply could only cause a fixed amount of damage.
However, I'm not sure how easily this could be implemented, and the other staff and moderators may have differing opinions.
Not sure I've ever seen a member who is by and large helpful and friendly take a real dive like that, but that's not to say it couldn't happen.
I wouldn't be opposed to this if it's not a lot of work to implement, but at the same time, I don't think there's a whole lot of value-add either...
I don't think I've ever seen a -10 in isolation before either. That is, every time I've seen a -10 there's usually four or five other posts in that thread by the same guy, where he kept antagonizing people to the point where one of his posts was down voted severely. So, even if a single post is capped, that doesn't actually protect the rating very much in the usual case.
True, I don't think it would really make a big (or any) difference for legitimately helpful and friendly users but at the least it would remove one the common (if rarely actually valid) complaints about the system, and might in rare cases save an otherwise good user from unnecessary reputation loss.
