If I am drawing sprites using quads, how would I go about rotating them? I would like to be able to rotate them on a individual level.

Does this mean that I can use a D3DXMATRIX or will I have to do my own matrix calculations per sprite?

Just in case I forget to say it, I'm targeting OpenGL ES 2.0 :)
