It is an attempt at a simplified semi-symmetrical ship creation tool. You choose a part by category. The app places two of the parts on the stage. The right side part is horizontally inverted. You can move, rotate, and scale both parts in unison. You can reorder the z/depth of the parts or delete them completely. Finally, you can save the created ship to your hard drive as a PNG with a transparent background. The last step involves opening the created ship in an editor like GIMP to autocrop and adjust hue/saturation/colors.

The parts are all by a single artist (Skorpio.) He has released all of the parts in a single png ( http://opengameart.org/content/space-ship-construction-kit )
The parts are licensed under CC-BY-SA-3.0 and the ships made with this version of PartArt would need to give Skorpio credit, but even commercial closed source projects are allowed.
There is an iOS version of this app as well. This Flash version was made to make it more accessible.
Any feedback would be great. I'm still looking for a way to select ships by clicking while ignoring the transparent pixels of higher sprites.
This version is done in Actionscript 3 using FlashDevelop(free tool.) I've been out of the OpenSource loop for a while, so I am not sure which license would be best, if there is even any interest in the source code.
