Looking at different types of tile arrays, Seems like an octagonal array would be the most flexible for a 2d rpg but i cant see any articles on people implementing them. Why is this?

I'm not sure what you mean by a octagonal array. If you mean a map made up of regular octagons, the primary problem would be that regular octagons don't tessellate.

Yup, the big issue is that the only shapes that by themselves tesselate a 2D plane are triangles, quadrilaterals, and hexagons.
No, there are other shapes that have monohedral tessellations. The Hirschhorn tiling, for example, uses a single pentagon shape. They just aren't useful for conventional game maps.
