Can't report Classified Ads?

Hello!

I found myself browsing the classified ads, and tried to report one ad, but was told I do not have permission to do so?

I elected to report this one, as I do not believe it belongs in a category of employment (it's a competition, after all, not a paid job):

Ectara was able to report that particular classified (the report is currently waiting for review), so I'm not sure what is up with the permissions issue.
