Not necessary. UpdateSubResource updates a resource, not a view. A resource view is just an object that describes how the shader should interpret the raw data. That information isn't necessary when updating the raw data of the resource.

You may call CreateShaderResourceView and UpdateSubResource in what ever order you wish to.
Typically I create the the shader resource view when I create the resource, but that's just a question of the program structure.
