Are these drop down windows just child windows to the main HWND?,i am talking about those console window you see in games such as counterstrike or battlefield,how are those created so the text is alligned etc..

Usually they are not real HWNDs but simply self written in the game engine.
It's easier to completely control the layout if you do the drawing and behaviour yourself.
GDI does not really work well inside OpenGL or DirectX areas.
Funnily enough, I just wrote one. Its literally just an alpha-blended rectangle and text drawn with ID3DXFont over the top, using a vertex shader that takes screen coordinates as input. Nothing different to any other rendering.

In DX9, using surf->GetDC(..) [ where surf is the backbuffer surface ], GDI works fine, when the drawing occurs after Present() for each render. EDIT: actually, it works fine between BeginScene and EndScene, also.
