I have no idea what the OP is pointing to since people seemed to have upvoted the downvotes, but I do think I have an explanation...
On the old system, people would constantly rate people up/down until those people got to a certain high score and they seem to stop with the downvoting and just think "eh, he's cool" going by their high score.
Somehow, even though we have a new system where this probably shouldn't exist, the psychology still remains. Say one good thing and people will upvote. Say one slightly undesirable thing and people will downvote. At least until you get to a certain point in score where someone thinks, "The community really likes them, so when I disagree with them, maybe "I" am the one in the wrong, so I shouldn't downvote."
