Blting DX9 textures to GDI, editing, and blting back

Ok so your 1-4 are the same as what i thought, other than the subregions you mention, which i assume is just to save bandwith.

I'm not limited to dx9, but it is the most familiar to me, as the majority of my practice been limited to dx9 due to an old dirt bag computer that i used. When I get tired or stuck with new techniques I work on refactoring and mirroring the dx9 stuff i have done with dx11 and ogl.
