HTML placeholder not working on Internet explorer 9

Most PC's where I work use IE9 and so on my websites the placeholders do not show up, when I search on google all I find is solutions for HTML5 but this is using  html4 and php, how can I fix this? Also most of my jquery or javascript code is not working either. In chrome, ffox, opera and safari everything works perfectly

I found a solution here http://stackoverflow.com/questions/6366021/placeholder-in-ie9 it turns out it doesn't matter if it's for HTML5
