I guess my advice to give to you depends on what you want to learn.

If you just want to make a game, and don't want to get involved with programming, and the whole thought of programming makes you feel uneasy, then yes i would recommend RPG Maker.

When i was a young-un, I started out writing "game books", where you turn from one page to another to affect the plot with your choices, so in effect i am from the same stock as yourself. I on the other hand really got into programming once i tried it, as i saw how the steps that the program follows are similar to those steps in the books i was creating.

If this is what you want to do and programming appeals to you then you should probably start with some of the tutorials on this site about how to write simple games such as Pong.
