Is this a good or bad forum to use as a resource for finding game developers of all kinds?

Well, you'll have to wait and see if it's useful, I guess. While you wait to be approved, you can scan and read discussions there.
Personally as a developer I didn't find that forum useful.
It seems to be full of games players, not games developers, talking about the next big thing like flappy bird or braid.
At least that was what happened to me four years ago and nobody wanted to give my play test the time of day.
