www.pocketpc.com - go get the Embedded Dev Tools in the developer's section. They're free for download, or around 5 bucks to get the CD shipped to you. It comes with an emulator, but I'd recommend getting an actual PocketPC to test things out on (the new iPaq 3800 series looks oh so nice, that'd be my recommendation, either that or the Toshiba e570, which is a little harder to get a hold of since it's only meant for corporate markets. I've heard of several problems with the Jornada 560 series, so I'd stay away for now.) You'll never work out all the bugs if you don't have one. Anyway, after that, a good site with developers forums is www.pocketprojects.com. For general info on PocketPCs I'd recommend www.pocketpcthoughts.com. If you want to promote your game ever www.pocketgamer.org is the place. For tutorials, I'm fairly sure the author of the Nutcracker (a very neat game) wrote some graphics tutorials, it was in the gdnet news a while ago so just run a search for something like "PocketPC graphics."

[EDIT]
Whoops, had the pocketprojects URL down wrong, my bad
