I dunno if this is what you want, I don''t think/know if it is solely ogl-engine but it is a 3d engine ....

quake2 is not free if u wanna make money off a game u write for it
other engines fly3d, crystal space, tribes2 (cheap)
"3d engines berlin" also type this into a search program

Wanna bet? You arent allowed to sell the engine itself, but you CAN sell any data for a game you make off of it. You are allowed to use it in a commercial product without paying the license fee as long as you abide by the GPL, eg release the source code to the binaries.
