Constantly facing camera question

Hello, I was wondering how you go about making an object face the camera constantly. For example, if you had perhaps a light flare surrounding something, say a light bulb. Now, that light flare would naturally move around with the bulb (if the bulb was moving), but if the camera swings aound the bulb the flare rotates too, and therefore you can see the side view of the flare, which isnt what I want. What is the common way to tackle this. (I have noticed alot of games have images which always face the camera, like the plants in tomb radar 1. Are these Sprites?) Any comments are appreciated

They generally use something called a billboard. If you do a little searching here at gamedev, you can find a ton of information on how to do this yourself.
