Bitmap font color in D3D11

How do I take a white bitmap font texture and modulate it with another color at render time?
I was able to do this in D3D9, but I am unfamiliar with DirectX 11.
Can someone point me in the right direction?

Collision detection for billiards simulation

What is the "best" collision detection method for a billiards simulation? Assume 16 spheres of identical size in a rectangular field with infrequent collisions. I am thinking that one of the tree methods would be best, but I am not sure. Thank you.
