I had the very same problem today, this is how I handled it:
case WM_KEYDOWN: {
  switch (wParam) {
  case VK_UP:
   if (!(lParam & (1 << 30)))
   KeyPressed(UP_ARROW);
   break;

Didn't know what exact number it was so I just shifted one to 30 places.

I think that you should put in line:

go.transform.position.x += 30 * Time.deltaTime;

tick instead of Time.deltaTime.

So it would be:
go.transform.position.x += 30 * tick;

Also, make sure that tickTime is global, i.e. whenever a call to
public void onDrawFrame(GL10 gl) is made tickTime should not be zero, but hold the remaining time from last call.

Once I tried to start comp without keyboard. But it asked me to press F11 (or something like that), so I pressed F11 to see what happens. Nothing happened.
Damn thing should have asked to plug keyboard first.
