You need one program to draw textures and another one to animate that textures. 
I have experience in drawing animated sprites for pseudo 3d games and platformers.
I use Corel Draw to draw vector textures and Anatomy Sprite Animator to animate my characters and landscape objects.

You can find a lot of tutorials how to draw textures and how to animate them at spritetools.com

Nice post!

You could also add the Anatomy - sprite animation tool.

The software is  under $50 and essentially it is adapted for quick creating of game sprites and sprite sheets using 2D skeletal animation technique.
