It seems I was trying to load a 1024x1024 texture as 768x1024. On ATI cards it looks like it automatically bumps the texture size up while on Nvidia cards it doesn't which results in the funky texture behavior. This of course is only a guess on my part as I don't have any Nvidia cards laying around to try it out on. If by any chance you have an Nvidia card and can try out the new .exe I'd love you for it :). The link above only contains the new .exe.
