Clock Hiearchy

I need a clock hierarchy. Starting with the machine clock, I want clocks that derive off of that, but can be paused, offset, and adjusted to run at different times. I've written something like that before, and while it doesn't take more than half a day, half a day is a lot of time for me. Sadly, I can't find one on the web, so I guess I'll have to implement it.

There are libraries that have the concept, but they are large libraries with lots of other baggage, where the hierarchy can't be separated. That's too bad.
