This is the most important and complex NPC, it is the gateway between the players and the city. It allows you to pay your taxes, donate money to the city, run for an election, vote.. It also allows the mayor to do some other administrative things, like paying for the mentainance cost of various buildings, and many other things.
I HOPE I can finish it by the end of the week. After this is done, I have to work at elections (figuring out who won the election, clearing up the candidates, etc.) which are checked at the end of every day from a timer routine. They are checked every day because different cities have different election times.
