Jet grind radio graphics

i need to know what program is needed to do jet grind radio graphics (3d cellshading) please try and give a link to the sites
you can use most 3d programs like 3Ds Max or Maya and then get a special plugin that will do cel-shading. I know one plugin for 3Ds Max called Illustrate. You can make cel-shaded graphics and you can also export your animation as a Flash video. just do a search for Illustrate plugin or something.
i can tell you now that sega used softimage for everything (even the cel-shading shader was deveoped using softimage).
