Haze at the horizon?

I''m having a small problem. I have an ocean that eventually meets the horizon. I am trying to simulate some kind of haze so there would be a smooth transition instead of just a simple water plane cutoff. I tried to use fog but I can''t set the parameters so it would look correctly. It''s either too far away, too close, fogs the sky up too much or moves towards the camera too quickly when the user moves. I''m just wondering how people here solved the problem. Thanks.
