rendering order

Is it better to batch the rendering of primitives with same textures or to batch rendering of primitives with same shaders? In other words, is it more expensive to change shaders or textures? Thanks for advice

In the GameDev.net column Shader Programming Part I: Fundamentals of Vertex Shaders , in the section titled Setting a Vertex Shader , it says:

"The overhead of this call [SetVertexShader] is lower than a SetTexture() call, so you are able to use it often."
